For this season’s BMSB risk, The Department of Agriculture strictly implements thorough inspection, processing, and submission of necessary requirements for shipping vessels. Failure to follow through on these requirements will possibly mean denial of entry of the cargo.

Kenter International Logistics Australia Updates Protocol Based On New Updates Required in Handling Goods During BMSB Risk Season
Brisbane, Australia – Kenter International Logistics takes necessary steps to secure cargo and ensure that there is no chance of BMSB or Brown Marmorated Stink Bug infestation in vessels during its peak seasons. With the alarming expansion of these pests throughout Europe and North America, The Department of Agriculture requires shipping and importing industries to follow necessary steps to avoid the accidental import of these treacherous pests.
Kenter International Logistics ensures any Cargo we have shipping on every Roll on roll off vessel meets the same process as required by The Department of Agriculture. It is required that goods manufactured or exported from target risk countries should be thoroughly inspected, and in our case on High Heavy Cargo also Fumigated at Origin before entering Australia. It shall be in effect from September 1, 2019 to April 30, 2020 inclusive. Cargos from these target countries should be treated offshore or if it is containerised Cargo can be treated onshore, and are expected to go through stricter onshore intervention or undergo rigorous random inspections.
With BMSB’s rampant increase in population, The Department of Agriculture worked closely with New Zealand Ministry for Primary Industries for the preparation of this season. They have created a biosecurity process that covers the BMSB risks. It shall be applied to cargos:
● Goods that were manufactured in or was shipped from target countries
● Vessels that berth at, load or tranship from one of the target countries
Necessary actions for ro-ro vessels that came from the target countries include:
● Self-inspections on vessels and mandatory answering of specific questions and providing necessary requirements before docking onshore.
● Undergo required thorough pest inspection upon arriving onshore.
However, not all cargo from these target countries is required for thorough check and inspection. Cargo carrying these goods are covered by biosecurity measures:
● Goods that are made or shipped from one of the high-risk target countries will be required to undergo BMSB inspection.
● It is required for goods that were produced with dates of September 1, 2019 to May 31, 2020 inclusive.
● Goods that are not required for inspection but are packed with the high-risk BMSB goods in one container will still undergo measures.
● High-risk goods are required to be treated offshore by approved treatment providers in that risk country. Failure to do so will not be granted access to export or discharge cargo. ● AEP or Automatic Entry Processing arrangements are permitted for break bulk and containerised goods, except for LCL or Less than Container consignments and FAK or Freight All Kind containers. Due to the past detections and challenges experienced in 2018 – 2019 seasons, there will be a Vessel Seasonal Pest Scheme (VSPS) as another form of clearance pathways made for ro-ro vessels. Vessels eligible for VSPS and has no detection of pest are exempted from the mandatory pest inspection upon arrival. However, they are still required to undergo other inspections from the department for biosecurity reasons that are unrelated to BMSB.
