The Oregon state legislature approved a bill requiring public agencies in Oregon to buy internet service from companies that do not block or slow websites and give preferential treatment to those that pay. Oregon Governor Kate Brown plans to sign the bill at a Portland middle school, saying that the internet is an invaluable tool for education and must remain on a level playing field.
“It is more beneficial for consumers to have clear bans against selectively blocking or slowing websites rather than for them to rely upon promises of Internet providers,” said Beato.
The measure wouldn’t put any new requirements on internet providers but would stop state agencies from buying internet service from any company that blocks or prioritizes specific content or apps, starting in 2019.
The bill is against plans of the Federal Communications Commission (FCC) plan to give Internet providers to have broad powers to determine what websites and online services their customers see and use.
Under the FCC’s proposal, providers of high-speed Internet services, such as Comcast, Verizon, and AT&T, would be able to block websites they do not like and charge Web companies for speedier delivery of their content.
Obama-era rules prohibit internet providers from selectively blocking or slowing some content.
Federal Communications Commission members said the repeal ensures the government maintains a light regulatory touch.
Ajit Pai, who was nominated to head the FCC by Trump in January last year, noted that the regulation stifled innovation and was an example of government overreach.
“Under my proposal, the federal government will stop micromanaging the Internet,” Pai said late last year.
