BailCo Bail Bonds Company Explains New Cannabis Legislation Proposal

BailCo LLC, a bail bondsman agency serving communities across Connecticut recently took the opportunity to shed light on the newly proposed legislation which would prohibit cannabis ‘gifting’ parties in CT, as Connecticut lawmakers struggle to ensure stricter control over the ways cannabis and cannabis-related products can be sold.
The General Assembly proposed a new legislation to ban public gifting parties and similar gatherings centered around cannabis. Violators could face criminal penalties of a year in prison and $10,000 fines. The bill would also ban billboard advertising for cannabis companies.
This triggered backlash from Connecticut’s cannabis community who see the bill as an obvious attempt to recriminalize marijuana, despite the fact that marijuana possession and recreational sale and home growing of marijuana are now legal.
Recreational marijuana became legal in Connecticut on July 1, 2021. But as it turned out, there was a loophole in the state’s retail recreational cannabis law which prohibits exchanging anything of value for cannabis products, but which also paved the way for what may be broader commercial transactions: the so-called gifting parties.
Public gifting parties are places where patrons can be gifted marijuana flowers and marijuana-related products – at a price. Case in point: the controversial “High Bazaar” in Hamden, CT which was taking place on Saturdays for several months, before an injunction the town of Hamden applied for was issued not long ago. The event held in Hamden industrial park included live music, open consumption of cannabis and dozens of vendors.
There is a reason events like this exist: Connecticut’s medical cannabis program is criticized for not moving with the times and charging beneficiaries high prices in return for questionable quality cannabis. This makes medical card holders to pursue options elsewhere, in places like High Bazaar. Many vendors, producers and dispensaries are out of state, which automatically drives up cost for the end-users.
“Cannabis legalization was originally designed to provide jobs to the people of Connecticut within the cannabis community but in a legal landscape. The law would motivate more citizens of Connecticut to consider launching their own cannabis businesses, which would be in everyone’s interest.” – says Andrew Marocchini, the owner and founder of Bail Co LLC.
But cannabis legalization proponents are concerned about the possibility that greedy out-of-state corporations may be trying to take advantage of Connecticut’s emerging retail market instead of acting in the best interests of the people of Connecticut.
“The practice called gifting has been known to happen here in Connecticut. Instead of actually giving away cannabis products, vendors were allegedly accepting donations in exchange for cannabis-related products and money was changing hands. The real issue is that enacting this law might recriminalize genuine gifting of marijuana and rob many people of its therapeutic effects.,” – continues Mr. Marocchini.
Mr. Marrochini adds: “Connecticut needs and deserves a sensible cannabis policy, so I hope a compromise can be reached in the future. There are legitimate concerns that decriminalizing the sale of marijuana would be a major step backwards. If General Assembly enacts a law that reimposes criminal penalties, that would be a major setback which would also, without a doubt, bring back the black market. We hope not, but if it does happen, we are here to provide support to the community by fulfilling our role within the legal system.”
