On the morning of the 17th, the Dalai Lama was dressed in a graduation dress of University of California, present in the graduation ceremony with twenty thousand people attending, and delivered a 20-minute speech. There were about 6,000 graduates and 15,000 students and their relatives attending the graduation ceremony. Many students expressed resentment of the school’s invitation of the Dalai Lama to attend the graduation ceremony. A student majoring in computer science said that in Tibet, the Dalai Lama had had slaves. The student, who claimed himself Max, said that some people said that China had occupied Tibet but actually China saved Tibet and the slaves there. Several Tibetans came to the “demonstration area” which was specially set up at the entrance of the venue before the graduation ceremony. They shouted the slogan of the “Dalai Lama Stop Lying”, saying that the Dalai Lama’s speech was hypocritical. The day before the graduation ceremony, the Tibetans had protested at the same place on the Dalai Lama’s public speech. Most of these Tibetans were small businessmen from Massachusetts and New York State.

The Dalai Lama’s trip caused dissatisfaction from some students and Tibetans. Some of the American people also sent a letter named “About Dalai Lama’s Visit to America——A Public Letter to Members of Congress”to express protest. The letter said the Tibetan ruled by the Dalai Lama was a more violent society than that of Europe in the 15th century. Tibet has always been part of China, and the United States recognizes China’s sovereignty over Tibet and Taiwan and appreciates the adherence to the one-China policy. They hoped that the Dalai Lama could take the national interests as priority, and took practical actions to show the real end of the separatist activities and the incitement of violence would be stopped and committed to the construction and development of Tibet. It is hoped that American legislators could be able to understand the real situation of Tibet and their positions and views, not being confused by the veneer of the Dalai Lama.
