It will remain to be seen what the ultimate outcome will be, but when you are dealing with companies that have the budget for this type of advertising, it seems that it is designed to target those that have the money, opposed to those that would try to compete with a smaller budget.

Once this is fully rolled out, there will definitely be a backlash from most advertisers with the exception of those that it will not affect as they are already paying top dollar for those positions.
