To receive ASE’s Blue Seal of Excellence, 75 percent of the service technicians at a location must be certified by ASE. In addition, there must be a certified technician in each area of service offered.

Are U.S. prisons criminalizing the mentally ill? That’s what a large number of criminal justice advocacy groups have stated — and their assertions are definitely backed up by the data.

According to the Bureau of Justice Statistics, 73 percent of the female inmates in state prisons and 55 percent of men suffer with some type of mental health illness. In federal prisons, 61 percent of women and 44 percent of men have a mental health problem. At the local level, 75 percent of women and 63 percent of men in jails have a mental illness.

These mental health problems range from depression and bipolar disorder to trauma-related disorders like post-traumatic stress disorder.

A PBS report states, “There are now three times more people with serious mental illness incarcerated in the United States than in hospitals, and the types of behavioral and mental health problems among inmates are becoming more severe.”

Why Do So Many Prisoners Have Mental Illnesses?

Part of the reason the nation’s prisons and jails have such high numbers of inmates with mental health issues is the widespread closure of psychiatric hospitals throughout the 1960s. Sadly, even remaining mental health facilities have been hit hard by closures in recent years. In 2016, a counseling center that served 10,000 patients in the Chicago area closed.

When individuals have nowhere to turn for treatment, they often end up on the wrong side of the law. Furthermore, they are more likely to be arrested at some point down the road after their release. For example, in Ohio, among 132 mental health patients discharged from state hospitals, 17 percent were arrested within just six months of their release. In 2006, the federal government reported that one in six prisoners in state prisons and one in four in local jails suffered with psychosis.

The National Alliance on Mental Illness (NAMI) also reports that about 2 million people with mental illness are booked into jails every year. And once they are released, they often have no access to treatment or even basic healthcare. “At least 83% of jail inmates with a mental illness did not have access to needed treatment.”

Additionally, jailing inmates with mental illness consumes resources and results in these individuals remaining in jail longer than those without a mental illness. NAMI points out that they are also “at risk of victimization and often their mental health conditions get worse.”

Should the country’s air traffic control towers be controlled by the private sector? That’s the question buzzing around Washington lately, after the current administration introduced plans to convert the nation’s government-run air traffic control system to a private system.

In essence, the plan would cease FAA oversight over the tracking and guiding of airplanes and put it in the hands of a private, nonprofit corporation created specifically to manage the nation’s air travel.

For the flying public, the issue isn’t so much one of politics as it is one of safety. Simply put: Will this plan make the skies safer, or does it have the potential to lead to disaster?

Pros and Cons of Private Air Traffic Control

Aviation safety experts spoke to the Washington Post about the potential pros and cons of a privately-run air traffic control system.

The U.S. has the largest and most complex air traffic control system on the planet. It also has the best safety record for commercial air travel.

According to media reports, the transfer would involve shifting responsibility for about 300 airport towers, 35,000 workers, 14,000 controllers, and 6,000 technicians to a private company.

Proponents of the change point out that Canada has a privately-run air traffic control system and is one of the safest places in the world to fly. However, Canada’s system is the only fully private air traffic control system in the world. Other countries with semi-private systems have more of a hybrid private-and-state system, with quasi-governmental entities in charge of air traffic control.  

Critics of the proposal say it opens the door for the big airlines to have an unfair seat at the board table, which could drive up fees and lower the quality of service for passengers. They also worry that a private corporation might place profits above safety.

However, supporters say that the FAA would still maintain safety oversight even if the system switched to private control. They also argue that the FAA’s procurement process is bogged down by government red tape that makes the acquisition of new planes and technology exceedingly slow.

As a cautionary tale, some have pointed to the privatization of ambulance and EMS services. In recent years, many communities have attempted to cut costs by switching from municipal EMS services staffed by government employees to private ambulances and first responders. The results haven’t always been good, and in some cases they’ve been fatal.
