Insurance losses in Ontario worth over $500 million last year


According to the Insurance Bureau of Canada (IBC), the insurance damage caused by storms that hit Ontario and Quebec in early April. The private insurer representative says the storms caused over $85 million in insured damage, based on information from the Catastrophe Indices and Quantification Inc. (CatIQ).

Storms at the start of this month brought heavy snowfall and rain coupled with strong winds to regions in Quebec and Ontario.

Ontario was particularly affected by severe wind, which caused damage and 145,000 power outages. The gusts also destroyed a home development project in Niagara. The storm later moved to Quebec, although most of the damage was on the Ontario side of the provincial border. Home and tenants insurance claims were made in the wake of the weather.

Auto insurance claims were made, including from a 50-car pile-up on Highway 400 outside Barrie, Ontario.

“Insured losses from storms such as these are increasing rapidly. However this is only part of the picture. Taxpayers are also bearing the brunt of these costs since many losses are uninsured. We are witnessing more frequent, intense storms which we now know are attributable to climate change.” said Craig Stewart, Vice-President, Federal Affairs, IBC. “The present costs of climate change are real which is why urgent action is needed on adaptation as well as mitigation.”

In a press release, the IBC noted the spring season in eastern Canada has been especially severe and the storm is simply a preview of worse to come. For example, the Ontario ice storm was more damaging and the IBC will report its losses in the coming weeks.

The bureau says over the last 12 months, the following weather events have contributed heavily to more than $500 million in damage across Ontario:
March 2017 windstorm in Hamilton and Niagara region with damage over $100 million
April 2017 wind and water damage in Ottawa and Burlington of over $25 million
May 2017 flooding damage in Peterborough and Minden over $50 million
August 2017 flooding in the Windsor area topping $160 million in damage
October 2017 wind and flood damage in Kingston and Ottawa of almost $50 million
January 2018 winter storm damage in Toronto, London and south western Ontario of nearly $10 million
February 2018 water and winter storm damage in southern Ontario of over $40 million.

EtherZero – improved Ethereum for decentralized Platforms


EtherZero – the new standard of applications for smart-contracts. The EtherZero developers significantly expanded the capabilities of the Ethereum blockchain and pursue an ambitious goal – to reach 10% of the total Ethereum capitalization.

Ethereum is the second cryptocurrency in terms of capitalization. The Ethereum platform is designed to create decentralized applications (DAPPs) with the help of smart contracts that conduct transactions between parties without intermediaries.

Transaction speed and cost. Network scalability problems have affected the speed of transaction processing. This is due to the fact that miners prefer to receive as much money for blocks found as possible, so transactions with higher fee limit are confirmed faster. At the same time, confirmation of transactions with a low GAS limit can be significantly delayed and take up to several days. There have been cases when average fees were several dollars, which made transfer of small amounts extremely unprofitable.

Errors in the source code and technical problems. On the Ethereum network, there are often technical shortcomings that lead to problems with synchronization and other. For example, one of the problems detected led to a sharp increase in transactions fees.

Obsolete PoW algorithm. Technologies progress daily and for better functioning, a transition to new consensus algorithms is required. For example, quantum computers will soon be produced, and one such computer will have computing capacity equal to the total Ethereum network capacity, and will even discover new blocks faster.

The EtherZero innovative project is designed to eliminate these problems and positions itself as a next-generation platform for creating smart-contracts.

The main feature of EtherZero is next generation smart-contracts, allowing to exchange cryptocurrencies for various goods and services and acting as transaction guarantor. Measurement Experts at NBME Receive National Recognition


PHILADELPHIA, May 26, 2018 – Three National Board of Medical Examiners® (NBME®) researchers have received recognition for their influential studies in psychometrics, the science of measurement. Drs. Brian Clauser, Richard Feinberg, and Carol Morrison have been honored with awards for career and research contributions.

Brian Clauser, EdD was awarded the National Council on Measurement in Education (NCME) Award for Career Contributions. This award is given annually to honor a person whose contributions have had a widespread positive impact on the field of educational measurement. It is considered to be the most prestigious recognition of achievement in the area of psychometrics and assessment.

Brian has published well over 100 papers focused largely on four areas of inquiry: differential item functioning, standard setting, generalizability theory, and automated scoring of simulation and performance assessment. He is widely recognized as the foremost measurement expert on licensure and credentialing within the measurement community as highlighted by his chapter in the most recent edition of Educational Measurement.

Brian’s service includes roles as the NCME Annual Meeting Program Chair, a member of the board of editors for several prestigious journals, and a three-year term as the Editor of the Journal of Educational Measurement, the most prestigious journal in educational measurement. Brian’s work has had an important impact on the licensure of physicians within the United States and internationally.

NCME is a professional organization for individuals involved in assessment, evaluation, testing, and other aspects of educational measurement. Members are involved in the construction and use of standardized tests; new forms of assessment, including performance-based assessment; program design; and program evaluation.

Richard Feinberg, PhD was awarded the NCME Jason Millman Promising Measurement Scholar Award. This award recognizes a scholar at the early stages of their career (less than six years since earning a doctoral degree) whose research has the potential to make a major contribution to the applied measurement field. The award committee unanimously selected Dr. Feinberg for the Millman Award based on his extensive publication and presentation record notably including well-developed research agendas related to subscores and testing time. These research programs, consistent with the award call, are affecting practice. Further, the upcoming book It’s About Time: Integrating Timing Considerations to Improve Standardized Testing Practices as part of the NCME Applications of Educational Measurement and Assessment Book Series along with several existing publications on testing time and speededness are likely to continue to impact the field in the coming years.

Rich’s service contributions including conference and journal reviews, and as an advisory editor on the ITEMS section of Educational Measurement: Issues and Practices, stood out even among a strong set of award candidates.

In 1995, the Department of Education at Cornell University initiated the Jason Millman Promising Scholar Program to honor the lifetime work of Dr. Jason Millman, to recognize his contributions to the field of applied measurement, and to continue Dr. Millman’s support of scholars in their formative years who are just beginning their research careers.

Carol Morrison, PhD was awarded the American Educational Research Association (AERA) Division I: Education in the Professions Established Investigator Award. This award is given each year to the lead author of the outstanding paper presented as part of the AERA Annual Meeting (Division I). In 2017, Carol presented a paper entitled, Implementing a New Score Scale for the Clinical Science Subject Examinations, coauthored by fellow NBME employees Linette Ross, Greg Baker, Marie Maranki, and Beth Fletcher. It documented the rationale and transition of NBME Clinical Science Subject examinations to an equated percent correct score metric.

AERA, founded in 1916, is a national research society that strives to advance knowledge about education, encourage scholarly inquiry related to education, and promote the use of research to improve education and serve the public good.

MoloLamken Receives Seventh Circuit Bar Association’s Justice John Paul Stevens Pro Bono and Public Service Award

(New York, May 24, 2018) – The national litigation boutique MoloLamken LLP is the recipient of the 2018 Justice John Paul Stevens Law Firm Pro Bono Award from the Seventh Circuit Bar Association. MoloLamken Partner Gerald Meyer accepted the award at the Association’s annual dinner held on May 1 in Chicago and attended by United States Supreme Court Associate Justice Elena Kagan, many members of the federal judiciary, and leading lawyers from Illinois, Wisconsin, and Indiana. Eight of the firm’s pro bono matters involved direct criminal appeals, an area most in need of volunteers, while the others involved issues of state prisoner habeas corpus, civil rights, and disability. In total, the firm contributed on average more than 100 pro bono hours per lawyer throughout the year.
