North Dakota Plan To Increase Speed Limit To 80 mph

Recently, state lawmakers in North Dakota spent nearly an hour debating whether the state should raise its speed limit from 75 miles per hour to 80 mph.

If passed, the five-mph increase would be restricted to two major highways in the state: interstates 29 and 94 — two roads that see a heavy amount of large truck traffic.

Speed Limits Are Set by the States

If you have ever taken a road trip across several states, you have probably noticed that the speed limits can vary widely from state to state. If you fail to keep an eye on posted speed limits, you may accidentally drive too fast when you cross a state border.

Although the federal government has at various times attempted to control state speed limits by withholding federal funding from states that failed to comply with national speed limit laws, Congress repealed the National Maximum Speed Limit in 1995. Following the repeal, the right to set speed limits reverted to the states.

Now, 41 states across the country have speed limits of 70 mph or higher. In Georgia, the maximum state speed limit is 65 mph for both cars and trucks.

Do Higher Speed Limits Mean More Accidents?

According to those who oppose the proposed speed limit increase in North Dakota, even a five-mph hike will result in more traffic accidents.

Citing a study from the Insurance Institute for Highway Safety (IIHS), the deputy director for engineering at the North Dakota Department of Transportation told lawmakers that research shows that a five-mph increase in speed limits is associated with an eight percent increase in fatal interstate accidents.

Supporters of the proposed speed limit increase say it will save motorists money by resulting in fewer speeding tickets. They also claim that individuals who drive 50,000 miles a year could save up to one hour a week in time due to faster speed limits.

Do higher speed limits cause more traffic accidents? The data shows that they do.

Personal Injury Attorney Amy Witherite of 1-800-Truck-Wreck explains, “Higher speed limits have been shown to lead to more fatal traffic accidents. According to the Insurance Institute for Highway Safety, speed limit increases have caused 33,000 deaths over a 20-year period.”

The IIHS study also reveals that speed limit increases caused 1,300 deaths in 2013 alone. Furthermore, researchers say the 33,000 fatalities figure is probably an underestimate.

The New Standard That Changes the Game in Air Filtration

For years, commercial air filtration companies were hamstrung by the fact that efficiency standards were not uniform, which made it difficult for consumers to properly compare the worth of air filters on the market. But that has all changed with the implementation of ISO 16890, which brings all commercial air filters under one standard throughout the world.

“The introduction of the new standard, ISO 16890 is a true game-changer for the commercial air filtration industry,” stated Chris Ecob, Global Business Manager for Molecular Filtration for Camfil. “Of great significance is the fact that this standard has global applicability. And as if to reinforce that point, the decision-making was 100 percent voted positive by all countries around the world. Until now, there was no such global standard. On the face of it, a new standard for the air filtration industry wouldn’t seem to represent such a big deal, but the truth is that ISO 16890 will provide some real benefits for consumers of commercial air filters.

To better define that point, here are three reasons that the standard will change the commercial air filtration industry for the better.

One Uniform Standard

ISO 16890 will impact the different standards  used in the U.S., Europe, Asia and the Middle East.

For example, ASHRAE 52.2 was the standard used in the U.S., but in Europe, EN779:2012 was the dominant standard, and on other continents, a combination of the two was in effect.

These standards utilized what is known as a Minimum Efficiency Reporting Value (MERV), which assigned efficiency based on the number of dust particles and pollutants that a filter trapped.

The new standard  now establishes one uniform standard throughout the world and may eventually supersede the various current standards.

This will enable consumers to make valid comparisons between air filtration products, and will also help to drive sub-standard air filters out of the market.

Tests for More Dangerous Pollutants

One of the weaknesses of the current air filtration efficiency standards is that they did not test for particulates that were smaller than three microns.

Per a piece titled, Why ISO 16890 is the Future for HVAC Filters, air filtration and purification application specialist Ben Klawitter writes that the old standards simply didn’t test for the particulates that were most harmful to human beings.

“MERV relies heavily on particles larger than three microns,” Klawitter writes. “These particles are less than 0.20 percent of all particles in the air. Also, the particle size of ASHRAE dust which is used to determine dust holding capacity is 100 times larger than the average particle size found in ambient air, which renders a dust holding capacity test mostly useless.”

The new standard will focus heavily on how well air filters can eliminate the tiniest particles, which have been identified as the most hazardous to human health.

Creates Particulate Classes

One of the other big changes with ISO 16890 is that is creates four classes or divisions of particulates against which all commercial air filters will be tested: PM1, PM2.5, PM10 and ISO coarse, which refers to particulates such as sand and hair.

And per the article, Air Filtration in Transition: A New Test Standard is Coming, published in Filtration News, the World Health Organization (WHO) has used particulate sizes when calculating air quality, and now the air filtration industry will follow suit.

Air filters will have to show a minimum efficiency rating of 50 percent for each particulate class.

The old standard did not address the real working conditions of air filters when it came to smaller particles, but that has now been addressed.

The PM1 Problem

So the question is this: Why is this new class of particulates so important?

Because particulates such as PM1, which include the smallest particles, that have long been identified as posing a threat to human health.

A recent article in China Daily by Wang Hongyi titled, Study Shows PM1 Air Pollution Is Most Harmful, found that the air in major cities such as Shanghai is compromised by the presence of PM1.

But the issue in many Chinese cities beset with pollution is that officials are intent on measuring larger particulates such as PM 2.5, while neglecting the smaller PM1, which is more dangerous.

“Among the conclusions of the research,” Wang wrote, “is that the smaller the particle size, the more danger the pollution poses to public health, suggesting that more research is needed on PM1 pollution – particles of 1 micron or less in diameter.”

Atlanta Truck Accident Lawyer Discusses Plan To Test Truckers For Opioid Use

The opioid abuse epidemic in the United States has become a widespread problem in nearly every part of the country. According to the Centers for Disease Control and Prevention (CDC), six out of 10 drug-related deaths in the U.S. involve an opioid, and the number of opioid-related fatalities has quadrupled since 1999.

Unfortunately, the trucking industry has seen its fair share of serious accidents involving the abuse of opioids. Now, the Department of Transportation (DOT) has proposed including certain types of opioids in the drug screenings conducted on truck drivers.

DOT Wants to Add Four Opioids to Drug Screenings

Recently, the DOT said it would like to add four commonly prescribed painkillers to the list of drugs included in routine urinalysis given to truck drivers. The painkillers — all opioids — include hydrocodone, oxycodone, oxymorphone, and hydromorphone.

The notice of proposed federal rulemaking was published in the Federal Register on January 23, 2017. The public will have an opportunity to comment on the proposed inclusion of the four drugs until March 24, 2017. From there, the federal agency will make a decision regarding the inclusion of these substances in routine drug screenings for commercial drivers.

Study Shows High Rate of Trucker Drug Use

According to a study published in Occupational and Environmental Medicine, an analysis of 36 studies of trucker drug use from around the world revealed high rates of both illegal and prescription drug use among truck drivers. The study is significant because it takes a look at such a large variety of other studies, which allows researchers to get an in-depth and comprehensive look at drug use in both the global and domestic trucking industry.

Half of truckers surveyed said they had used alcohol behind the wheel, and 30 percent admitted to using amphetamines on the job. In Brazil, an astonishing 91 percent of truckers said they had consumed alcohol while operating a truck. One study showed that truck drivers in the United States had the highest rates of alcohol use behind the wheel.

However, these are powerful drugs that have the ability to seriously impair a person’s judgment, motor skills, and reaction time. Although most people associate alcohol with impaired driving, any substance — including a prescription — that affects a driver’s judgment behind the wheel is dangerous.

The ISO 16890 standard went into effect on December 1, 2016 and established new efficiency guidelines that replaced the ASHRAE (American Society of Heating, Refrigerating and Air Conditioning Engineers) standard as well as the MERV (Minimum Efficiency Reporting Value) standard. With different standards in effect, it was sometimes confusing for commercial air filter consumers to understand how to compare air filter efficiency rates in different countries.

“The new standard has some important benefits for specifiers and users of air filters together with the global air filter manufacturing industry,” added Ecob. “The standard is globally applicable and also invalidates attempts to compare results between existing standards. The standard will provide a level playing field for the air filter manufacturing industry. It will be easier to compare products on a level basis and make proper comparisons. In my opinion, this will serve to drive innovation and customer benefit. And at the other end of the scale, I believe it will serve to eliminate in the marketplace some of the low-performing products which probably shouldn’t be there.”

One of the biggest changes with the new ISO 16890 standard is that it requires air filter efficiency to be measured against fine particles that are sized at less than one micron. The standard requires that testing for fine particles be conducted when the air filter is new, and also repeated when any electrostatic charge on the filter has been removed or dissipated. The reason for the second test is that the presence of an electrostatic charge can artificially enhance air filter performance during testing in a laboratory. The second test ensures an accurate measurement of the air filter’s ability to eliminate the fine particles, which are most harmful to human health.

When Bipolar Disorder and Addiction Coexist It Requires Dual Diagnosis Treatment

It’s estimated that as many as half of bipolar disorder sufferers also struggle with some form of addiction. The extreme mania and depression of bipolar disorder makes it easy to see why turning to drugs or alcohol is a natural choice; warding off the lows and enhancing the highs can be accomplished almost immediately by self-medicating. However, while this type of self-medication may offer relief from symptoms in the present, it may only exacerbate the brain chemistry that makes bipolar disorder so overwhelming in the first place. Co-occurring disorders such as bipolar disorder must be treated in conjunction with the addiction utilizing dual diagnosis treatment.

Bipolar disorder is characterized by alternating periods of extreme mania and extreme depression. When a person is in a manic phase they may appear to be very upbeat, often acting in a way that he or she wouldn’t normally act – overly talkative, hyperactive, sleeping less, over confident, grandiose, engaging in risky behaviors. Conversely, when a person is in a depressed phase he or she may feel down, hopeless (maybe even to the point of feeling suicidal), worthless, restless, fatigued, and like isolating. The periods can last for varying lengths of time, and they can also be mixed, creating a chaotic combination for both the sufferer and those close to him or her.

Using Drugs or Alcohol to Cope with Bipolar Disorder

The very nature of bipolar disorder is the cause of drug use for sufferers. For many, the urge to self-medicate seems to be twofold. They are either trying to relieve the feelings of depression and hopelessness, or trying to enhance and prolong the feelings of mania.

People with undiagnosed bipolar disorder are likely to use drugs or alcohol to deal with the symptoms of depression. Using allows them to escape the feelings that they don’t know how to alleviate any other way. The feelings of despair are enough to make them willing to use whatever means are necessary to make the feelings fade away. One favorable experience with cocaine or another stimulant is often all they need to begin on the path to addiction. Often times, because they have not been diagnosed and properly treated, that positive experience they had with drugs will cause them to continue to seek it out. Even the use of depressants like alcohol allows bipolar sufferers to numb their depression and make life more manageable, at least for a little while.

Once diagnosed with bipolar disorder, some people continue to use drugs or alcohol instead of working with a doctor for proper treatment, either because they don’t want to accept the diagnosis or because addiction may have already set in.

It is also common for people with bipolar disorder to use drugs because they are seeking to bring on an extreme state of mania or hypomania that they have felt before due to their disorder. Using stimulants like cocaine may give them something close to the same feeling as a manic episode does. The extremes of drug use likely seem familiar to bipolar disorder sufferers because it compares to the extreme moods of the disorder, so if they are feeling “flat” they may try to alter that feeling by using drugs.

Treating Addiction and Bipolar Disorder

Treatment for bipolar disorder can greatly reduce symptoms; so much so that a person who once struggled to be able to navigate daily existence (hold a job, maintain relationships, etc.) can enjoy a normal, happy, productive life. A combination of medication and cognitive behavioral therapy (CBT) are often prescribed and they can be very successful. However, when drugs or alcohol are thrown into the mix, treatment can be completely ineffective. In fact, it can make bipolar symptoms even more extreme as drugs and alcohol effect brain chemistry in a way that intensifies moods.

When addiction afflicts someone with bipolar disorder, both conditions must be treated simultaneously. This school of thought is fairly new; before the early 2000s it was thought that co-occurring disorders should be treated separately. That meant that people suffering from bipolar and addiction were sent to a psychiatric facility for mental health treatment and to a rehab facility to treat the addiction. It is now believed that both disorders can be treated at the same time, and that it is the most effective course of treatment for patients.

Many rehab facilities are able to handle co-occurring disorder patients now. They are equipped to address several mental health issues while also treating the patients’ drug or alcohol problem. Treating the two at the same time is needed to lower the risk of relapse. Without treating both, the rate of relapse is very high. A person with bipolar disorder will learn coping skills and strategies for managing triggers that could potentially cause relapse.

A treatment plan that includes psychiatrists, psychologists, or other addiction professionals who are trained in co-occurring disorder care
The availability of psychiatric medication for bipolar treatment

Peer support from other co-occurring disorder patients

Heroes For Children Provides Holiday Cheer To 300 Children

Heroes for Children – a unique nonprofit that provides financial and social assistance to families with children battling cancer – invited more than 300 children and their families to celebrate the season at the annual Holiday Heroes events in Austin, Dallas, Houston and Fort Worth.

“My daughter, Mallory, was diagnosed with Acute Lymphoblastic Leukemia on June 13, 2014, and had been in intense treatment for many months when Christmas rolled around,” said Staci Cass. “Heroes for Children had invited us to be a part of the annual Holiday Heroes event, but Mallory’s immune system was almost nonexistent, and she was too weak to attend. Even though we could not attend the event, Heroes for Children made sure our family could celebrate the season – filling our car with gifts for the entire family.”

“That year, Christmas came and we sat alone in our home, trying to sing Christmas carols and making the best of our isolation … when I remembered the Holiday Heroes gifts in my car. Tears of sadness soon became tears of joy as we opened gifts, which were the perfect distraction our family needed during this time.”

Over the past eight years, dedicated supporters Kim and Nevin Bannister – along with their children Sawyer and Ford – have helped select gift items for Heroes for Children’s Holiday Heroes program. Shopping as a family, the Bannisters go aisle by aisle – thinking long and hard about what these families want, what they need – and select special gifts, all while keeping in line with the funds raised and portioned out for each family.

“The spirit of the families served by the Holiday Heroes program, coupled with their courage, strength and appreciation for what life has thrown them, is life changing for us to witness – a true gift, one we are thankful for and honored to serve,” stated Kim Bannister. “Volunteering is one thing, but getting to know the children served by Heroes for Children is what really brings us true happiness over the holidays.”

Heroes for Children created the Holiday Heroes program to help alleviate the financial burden of a cancer diagnosis and to provide a sense of normalcy, so that families can celebrate the season, despite their child’s cancer diagnosis.

Each year the program continues to grow bigger and bigger: this year more than 100 families – which included 300 children from Austin, Dallas, Houston and Fort Worth – participated in Holiday Heroes celebrations. For the first time ever, the program was supported by the newly introduced Teen Board, which helped shop and wrap gifts for families. For the second year, the program was solely funded by the support of generous local businesses, organizations and families – McKesson, Orix, Whole Foods in Dallas, Keller Williams in Austin, AED Fraternity at Texas Christian University and 4Change Energy in Fort Worth, Connectivity Source and J.P. Morgan in Houston, and Pro Spirit in McKinney.

Holiday Heroes offers full holiday joy to the families it serves throughout the year. Each holiday season, social workers choose families in need from hospitals across the state of Texas served by Heroes for Children. Families selected for the program are “adopted” and benefit from individual, corporate and community sponsors. These sponsors can contribute pure financial support, or they can get more involved on a personal level. Sponsors that choose to be more involved will go out into the community and shop, wrap and donate gifts to HFC families. NY Senator Calls For Speed Limiting Devices On Trucks

Anyone who has ever had a semi-truck breathing down their neck on the highway knows how terrifying it can be. Semi operators are frequently under pressure to make deliveries on a tight schedule. Their livelihood depends on getting from point A to point B within a specific timeframe. In some cases, this can cause them to exceed the speed limit, which puts everyone on the road at risk of being seriously hurt in a semi-truck accident.

For New York Senator Chuck Schumer, speed-limiting devices could be one way to cut down on semi-truck accidents. Schumer has stated that 70 percent of commercial carriers already use the technology. The American Trucking Association also says that speed causes 29 percent of fatal truck crashes.

Schumer has introduced proposed legislation that would make the devices mandatory for certain trucks.

If installed, the speed-limiting devices would prevent semi-trucks weighing 26,000 pounds or more from exceeding a speed limit set by the federal government. Currently, federal lawmakers have not yet determined what that speed limit would be. Possible options include setting the speed limit for trucks at 60, 65, or 68 miles per hour.

However, some truck drivers disagree that speed-limiting devices will help cut down on accidents. According to some drivers who have been on the road for up to 40 years, lawmakers should focus more on other motorists, especially those who text and drive.

Deadline for Rulemaking Extended

Recently, the Federal Motor Carrier Safety Administration (FMCSA) announced they are extending the deadline for public comments regarding the speed-limiting devices rule until December 7, 2016.

The federal agency said they pushed the deadline back due to a large influx of comments from individuals and organizations interested in the proposed rule. So far, over 1,500 commenters have weighed in on the speed-limiting device rule.

U.S. Transportation Secretary Anthony Foxx has also stated that speed-limiting devices could save up to $1.1 billion in fuel costs every year. Anyone can comment on the proposed rule through December 7 by visiting FederalRegister.gov.
