Is Canada Headed For A Major Aviation Disaster?

The survey, which was released by the Canadian Federal Pilots Association, shows that an alarming eight in 10 aviation inspectors predict that Canada will see a major flight disaster within the next few years.

Furthermore, inspectors say that many of Transport Canada’s pilot inspectors lack the training to perform their duties. According to survey respondents, licensed pilot inspectors are supposed to maintain their own flight licenses. However, many fly so infrequently that they have been “grounded,” meaning they are themselves unable to fly. Respondents claim that a 60 percent budget cut in the Civil Aviation Flying Program is partly to blame for the decrease in qualified pilot inspectors.

The survey also reveals that just 70 percent of the inspectors surveyed said they had received the proper training to do their jobs. The national chair of the Canadian Federal Pilots Association also claimed that some of the inspectors tasked with overseeing helicopter companies don’t actually know how to fly a helicopter.

The last major Canadian aviation accident occurred in 2015, when an Air Canada flight hit an antenna array and crash landed at a Halifax airport, injuring 25 passengers. The last fatal aviation accident involving a Canadian aircraft occurred in 1983, when a fire broke out on a flight, killing 23 passengers.

How Good is the Office Air Quality Where You Work?

We don’t often think about how much time we spend indoors, much less how much time we spend at work in an office space. One of the reasons that office air quality can be compromised is that there are so many sources of pollution.

Many offices are located in industrial areas filled with commercial facilities that generate emissions.

In addition, some offices are located in areas that are adjacent to major thoroughfares, which means exposure to vehicle exhaust, one of the largest sources of harmful particulates.

And per an article on the U.S. Environmental Protection Agency (EPA) website, office air pollution can also result from (1) “building maintenance activities, pest control, housekeeping, renovation or remodeling, new furnishings or finishes, and building occupant activities.”

The EPA has identified several factors that determine office air quality, the most important of which are a well-designed heating/ventilation/air conditioning (HVAC) system, and the presence of effective air filtration devices to eliminate harmful pollutants.

How Carbon Dioxide Compromises Office Air Quality

Unfortunately, office air quality isn’t just a question of pollutants that can worsen respiratory problems such as asthma, but it is also an issue of mental focus and concentration.

Per an article on the Co.Design website, (2) a recent study conducted by researchers at Harvard University and Syracuse University has shed new light on the effect of carbon dioxide (CO2) levels at offices throughout the country.

Scientists studied 24 workers in “knowledge” industries such as engineering, designing and architecture, and observed them in a simulated office during several days of a normal eight-hour shift.

During that time, scientists changed the CO2 levels at the research office to low, moderate and high levels.

The workers in the study were unaware that the CO2 levels were being manipulated, and the researchers took pains to ensure that even the highest concentrations of CO2 were similar to those found in standard office buildings.

“It was our goal to make sure these simulations were tied to real world environments,” stated Joseph Allen, Assistant Professor at Harvard’s T.H. Chan School of Public Health, and co-author of the study. “We didn’t want to test the exotic or extreme, we wanted to test conditions that most of us find ourselves in.”

After spending time in the office, participants were given a 90-minute cognitive assessment that measured their decision-making skills.

The results showed that participants scored 15% worse on the days when they were exposed to moderate CO2, and 50% worse on the days when they were exposed to high CO2, compared to the days when they were exposed to the lowest CO2 level.

Per the article:

“Higher CO2 levels hurt people’s ability to use information, respond to crises, and strategize–types of thinking closely related to productivity…”

What raises concerns about these results is that most previous research on the subject had led scientists to believe that CO2 levels were not harmful to office workers.

Allen and his research team could not identify why carbon dioxide would have such an effect on cognition, but they are conducting further studies.

And based on an article in U.S. News & World Report, the issue that scientists will have to wrestle with is that overall outdoor CO2 levels continue to rise: (3)

“If outside levels continue to increase as a result of global warming, it will become harder, if not impossible, to reduce indoor levels of carbon dioxide by pumping in air from the outside. This increases the potential for direct impacts on human cognitive function, and it also makes it more difficult for us to successfully ventilate our indoor environments to acceptable levels.”

Although this is only one study, it does show that CO2 levels can have a direct effect on worker cognition, focus and concentration, which has a direct effect on worker productivity and overall health.

Mass Transit Accidents Lawyer Discusses Report Naming Brooklyn Bridge Among “Structurally Deficient” Bridges

According to the American Road & Transportation Builders Association (ARTBA), more than 55,000 bridges in the U.S. are in “poor or worse condition.” The ARTBA says that the overall number of deficient bridges has declined in recent years, however, there are still tens of thousands more in need of replacement or repair.

The ARTBA also states that just because a bridge is deemed structurally deficient does not mean it’s in danger of collapse. Engineers evaluate bridges on several key elements, including the deck, the super structure, and the substructure on a scale of zero to nine, with nine being excellent. If at least one element is rated below a four, the bridge is considered structurally deficient.

The report also states that the top 14 most-traveled structurally deficient bridges in the country are located in California. Across the country, the 55,000 bridges considered structurally deficient are crossed around 185 million times daily.

Completed in 1883, the Brooklyn Bridge is a hybrid cable-stayed/suspension bridge and is one of the oldest of either type in the country. It has been a National Historic Landmark since 1964 and is crossed over 134,000 times a day. The Brooklyn Bridge is one of about 1,900 bridges in New York State on the ARTBA list of structurally deficient bridges.   

Key Points from the ARTBA Report

Several of the stats included in the ARTBA report highlight just how serious the country’s aging bridge problem has become.

1,900 of the structurally deficient bridges are located on the Interstate Highway System.
41% of the bridges in the country are over 40 years old and have never had any major reconstruction work performed.
Placed end to end, the total number of structurally deficient bridges in the U.S. would stretch 1,276 miles.
The largest number of structurally deficient bridges are located in Iowa, which has 4,968 bridges in need of repair or replacement. At 31, Nevada has the fewest.

One of the drivers left his car to inspect the damage when he was struck by a third out of control car, throwing him over the wall, causing him to fall more than 30 feet to the ground below, resulting in serious injuries. The driver faces charges of leaving the scene of a crash and driving with an unsecured load resulting in serious injury.

Commercial truck drivers need to inspect their load before taking to the road to make sure everything on a trailer is secure. They need to be certain that every piece of their load is tied, strapped or covered to prevent it from flying off of the truck and causing a hazard to other drivers. New Hampshire (the “Live Free or Die” state, where that’s taken literally when it comes to seatbelts) is the only state without a seatbelt law, according to the Insurance Journal.

The federal government estimates that seat belt use in passenger vehicles saved about 14,000 occupants’ lives in 2015. Almost half of the 22,400 occupants killed in vehicle crashes that year weren’t using seatbelts. Because of the high number of deaths of those travelling unbelted, some safety experts claim more laws allowing vehicles to be pulled over just for lack of belt usage (known as “primary enforcement”) are needed.

Perhaps motivated by the most dramatic two-year increase in accident related deaths in decades, laws are being proposed in several states to toughen enforcement. These laws have critics including those who see them as more government interference in our personal lives and the fact these types of laws can be used to disproportionately target minority drivers.

Seat belt use nationally has gone from nearly 71% in 2000 to 90% in 2016, according to the National Highway Traffic Safety Administration (NHTSA).

Florida came in just under the national average, at 89.4%. Usage in other states ranged from 69.5% to 97.3%.

NHTSA estimates that last year 92% of drivers used seat belts in states with primary enforcement, compared to 83% for states where there needs to be other reasons to pull the vehicle over (or “secondary enforcement”).

A study in the American Journal of Preventive Medicine analyzing data from 2000 to 2014 in states that upgraded from secondary to primary enforcement puts into doubt whether primary enforcement of seatbelt laws is better at saving lives. Sam Harper, an associate professor at McGill University who co-authored the study, said there’s no evidence it makes a difference because people will buckle up, or not, regardless of the type of enforcement.

Though some nationwide studies claim to show primary seatbelt use enforcement doesn’t negatively impact minorities, the American Civil Liberties Union published a study of the law’s negative effects in Florida. It found that African American motorists were stopped and ticketed for seat belt violations nearly twice as often as white motorists statewide in 2014.

That disparity was higher in some counties where African American drivers encountered tougher enforcement than White drivers. African American drivers were:

Four times more frequently ticketed than white motorists by the Escambia County Sheriff’s Office in 2011

Ticketed three times more often than white motorists by the Palm Beach County Sheriff’s Office in 2014

Ticketed nearly three times more often than white motorists by the Orange County Sheriff’s Office in 2014.

No matter what state laws say about seat belt use or how they are enforced what’s more important are the laws of physics. NY State Auto Accident Lawyer Discusses Rise in Traffic Deaths for Second Straight Year

For the second year in a row, traffic deaths in the United States have increased. The New York Times reports that recently released data from the National Safety Council (NSC) shows that an estimated 40,200 people died in motor vehicle accidents in the U.S. in 2016 — a six percent increase from 2015. In 2015, motor vehicle deaths were up seven percent from the previous year. Combined, this is nearly a 14 percent jump in traffic fatalities in just a two-year period.  

The report goes on to state that if the fatalities are confirmed, 2017 will mark the first time since 2007 that over 40,000 people have died in auto accidents in the U.S. in a single year. The motor vehicle deaths over the past two years also represent the largest increase in over 50 years.

Why Are Motor Vehicle Accident Fatalities on the Rise?

For half a century, auto accident deaths were on the decline. Improved safety features such as seat belts and airbags made cars safer than ever before. Automatic braking systems and collision warning features helped drivers avoid accidents before they even occurred.

So why the sudden reversal? Safety experts say there are several possible explanations for the surge in auto accident deaths.

First, the economy has rebounded since the financial and housing collapses of 2008. With more people getting back to work, there are more commuters on the roads. Gas prices have also stayed low, which makes it easier for people to drive rather than carpool or use mass transportation.

Safety experts also say that “a patchwork of state laws leaves many areas where drivers can choose not to buckle up.” The lack of uniformity in enforcing seat belt laws could be responsible in part for an increase in car accident deaths. According to the report, just 18 states require seat belts for both front and rear passengers. Furthermore, in 15 states, not wearing a seat belt is a secondary offense, which means police officers can’t issue a ticket for it unless the driver has committed another violation, such as speeding.

Distracted driving has also been blamed for the uptick in auto accident fatalities. Pew Research Center says that 77 percent of Americans now own a smartphone, up from 35 percent in 2011. The NSC has called for a ban on the use of smartphones behind the wheel. The proposed ban would prohibit hands-free devices in addition to handheld phones.
